Private Label and Wholesale Fragrance: MOQs, Packaging and Documents

This page is the short version of what we tell stores and distributors before they place a first order. It applies to perfume oils, spray fragrance, reed diffusers and car fresheners.

Existing scent or your own?

There are two paths, and they have very different minimums.

  • Existing scent, existing packaging. You buy the scent and the bottle format that the factory already produces, and usually add your own label or sticker. This is the cheapest and fastest route, and minimums are low — often a case or a few dozen units.
  • Your own scent or bottle. Custom fragrance oil, custom glass, custom box. This needs a development sample first, then a production run. Expect four to six figures for a real private-label run and weeks of lead time.

What you need to decide before asking for a quote

  1. Product type and format: perfume oil roll-on, spray eau de parfum, reed diffuser, car diffuser.
  2. Bottle size: 10/20/30/50/100 ml for perfume; 50/150/300 ml for diffusers.
  3. Scent name and reference — either one of ours, or a description of what you want.
  4. Packaging: naked bottle, bottle + box, bottle + box + shrink, gift set.
  5. Destination country: it decides which documents and labels you need.
  6. Volume: first order quantity, and expected volume over a year.

Documents

For most destinations you will be asked for: an ingredient list (INCI) for each product, an MSDS/SDS, a certificate of analysis, the manufacturer's cosmetic manufacturing licence, and GMP evidence. For the United States, cosmetic products fall under MoCRA registration; for the European Union you need a CPNP notification and a responsible person established in the EU. Ask early — these take longer to arrange than the goods.

Note one detail that trips people up: alcohol-based perfume above a certain concentration is dangerous goods for air freight. Oil-based fragrance does not carry that classification, which changes both the freight cost and the paperwork.

Samples and lead time

Always order a sample set before a production order, and photograph it yourself — factory photos are often shot for the domestic market. Stock orders normally ship within a few days; production runs depend on the factory schedule and are quoted per project.

Our wholesale and private-label page lists current case quantities, and the perfume and home fragrance collections give you the formats that are already in production.
